Broccoli Tuna Chowder

1/2 cup chopped onion
1/4 cup chopped celery
1/4 cup butter
2 1/2 Tbsp. flour
1 1/2 tsp. salt
1/2 tsp. tarragon, crumbled
1/8 tsp. pepper
3 cups milk
10 oz. broccoli
6 1/2 oz. Tuna
8 oz. sour cream

Saute first 3 ingredients. Add next 4 ingredients and stir. Add milk, broccoli and Tuna; stir and cover. Bring to a boil, then simmer for 15 minutes. Stir in sour cream and heat, but DO NOT BOIL.
